Bio.

Pastor Dallas Phinsee, III is a preacher, teacher, and strategist devoted to equipping the next generation for Kingdom impact. He serves as Associate Minister and Young Adult Bible Study Teacher at Cornerstone Missionary Baptist Church in San Francisco, where Rev. Dr. Rodney Leggett is Senior Pastor. He is Director of the Youth Leaders Institute (YLI) within the Youth & Young Adult Ministry of the National Baptist Convention, where he designs and delivers culturally relevant training for youth pastors, youth leaders, and youth workers. He is also Youth Pastor of Servant Phinsee International Ministries, a movement centering youth and young adults in the work of the Kingdom. Through campus ministry and sports ministry, he reaches young people where they already are: on school campuses and in athletics.

Pastor Dallas surrendered his life to Christ at age seven at Little Zion Missionary Baptist Church in San Francisco, under Reverend Phillip Drummer. As a young believer, he served in the church's youth ministry, the LZMBC Youth Christian Academy, helping with its gatherings every other Friday night and contributing to the youth initiatives of the Progressive Baptist Missionary Educational District Association. Those early years laid the foundation for a lifelong commitment to ministry and discipleship.

In October 2016, the Lord led him to First Missionary Baptist Church in Marin City, California, where he publicly declared his call to ministry. He delivered his initial sermon on July 29, 2017. From 2017 to 2019 he served there as Youth Minister under Rev. Dr. Rondall Leggett, guiding teenagers and young adults toward an authentic relationship with Christ. From January 2021 to 2024, he served as Youth & Young Adult Minister at Calvary Hill Community Church in San Francisco under Rev. Dr. Joseph Bryant, Jr. There he revitalized the ministry by building leadership teams for children, teens, and young adults, fostering a culture of growth and discipleship across all ages.

Beyond the pulpit, Pastor Dallas has used technology to strengthen the Body of Christ. From 2020 to December 2024, he served as Digital Specialist and Program Manager for the San Francisco office of the Connected Churches Program, a national partnership between Google and Rainbow PUSH. He trained congregations locally and across the nation in digital tools for ministry, and he taught weekly technology courses for seniors, in person and online, so that no generation was left behind.

As Youth Pastor of Servant Phinsee International Ministries, he leads creative initiatives in technology, sports, esports, and campus ministry that bridge generations and cultures. In 2024 he launched the podcast Servant Phinsee Unshackled, which lifts up youth voices and conversations about life and ministry. From December 2023 to July 2025, he served as Chairman of the Board of Youth Utilizing Power and Praise (YUPP), and he has consulted with youth and young adult leaders across the United States.

A humble and approachable servant, Pastor Dallas has ministered across the country to inspire and empower young people for Kingdom service. He is a graduate of the DeVos Urban Leadership Initiative (DVULI), the Urban Youth Workers Institute (UYWI) Certificate Program, and School Partners USA, which equips leaders to partner with public schools. He is pursuing a Master of Divinity at Gateway Seminary, expected 2028. He also completed a year-long clergy cohort through the Empower Initiative and Live Free California, which included a faith and social justice pilgrimage to Alabama. That experience deepened his understanding of the Civil Rights Movement and his conviction that ministry cannot be separated from the pursuit of justice. As a pastor, he advocates for both spiritual renewal and social transformation, believing the Gospel calls the church to be a voice of hope, healing, and justice.

Pastor Dallas is also a P.O.S.T. (California Peace Officer Standards and Training) certified Law Enforcement Chaplain.
